Andrew Harding, Executive Director, Racing Authority, of the Hong Kong Jockey Club, will be responsible to the Federation as Chief Technical Advisor, submitting advice and counsel to Executive Council on intellectual property rights, wagering returns to racing, regulatory and legal issues, implementation of major projects, and policy development. Mr Harding was previously the Special Counsellor to the Chairman of IFHA.
